Questions about having a higher unit count.

So I am fairly sure Halo Wars 2 will have a player count like Halo Wars, and I am also fairly sure that player count will be higher. But I am wondering on how that will affect the strength and health of individual units.
For example, in Halo Wars the lower player count meant that 5-6 (15-18 unit count) canister scorpions could take on a base that is only semi-guarded while you simultaneously defending against enemy scorpions and banshees with 6 cobras and 5 wolverines (22 units). What I loved about Halo Wars was that you could actually notice each individual unit being useful.

So now I can get to my question which is this:
Is there a way for Halo Wars 2 to work with a higher unit count AND still provide you with the feeling that the individual units are still important?

As long as the population cap isn’t boosted to extreme levels, each unit will remain individually effective.

Chances are if the player has a higher unit count, than the AI will have a much higher unit count. Even with the higher unit count, I have a feeling that a single smart move with a unit could turn a battle.
