Private Messages are set by default to only being allowed from administrators, moderators, and users on your buddy list. So, if the user you’re trying to send the PM to isn’t one of those, the message won’t be sent. This was put into effect before the launch of Halo 4 to avoid random people sending spoilers via PM to others, but now that Halo 4 has been out for some time, I think the default can be changed back to PMs being allowed from everyone.
