So the Req Pack Bundle ($25 thing) says the packs are released two per week, so if I bought it now, would I still get the full value of 14 packs? Thanks

No reason it shouldn’t. As long as you haven’t purchased it before.

If you purchased it right now you’d receive two packs on the spot, then another two packs every Monday until you’ve acquired the 14 packs.

I can confirm as I just purchased it this past weekend.
