After looking at the armory shown by the halo council in youtube, it had revealed the forerunner grenade, the pulse rifle. Now the pulse rifle is designed to remove enemy shields and disable vehicles. Seeing that this must be relevant to both halo 4 gameplay and history of the forerunners, its hard to think of the situations in which the prometheans used this against the flood, as well as why they would add it in the halo 4 gameplay. the flood have no shields and no vehicles unless they hijacked one. during their war they would have hijacked forerunner vehicles, hence is where the forerunner put the pulse grenade in the scene. so therefore there should be a forerunner vehicle or 2 in halo 4 for all of this to make sense. so why are they at halo 4?
secondly, is the storm covenant. theyre at requiem to find a weapon that is said to be able to wipe out the human race, and to awaken a forerunner in this onslaught. As of current information, there were two didacts. One of them fought against the humans, had a grudge on them and was abandoned on a flood infected system.
my theory

How did they devolve an intergalactic race and every piece (im guessing most) of their technology that is around all the galaxy. I mean that must be one heavily strenuous job to find everyone and every single piece of tech. This would have been done at a quick process.

so since forerunners devolved us and took our tech, this must have been done using a weapon and i think the storm covenant is trying to look for this weapon, to do the same as the forerunners did before. how are we gonna counter this weapon, i mean weve just entered lower 2nd tier, and since its a trilogy the this matter would go over 3 long campaigns, so the storm covvies would have some extent of finding this weapon.
my theory of countering it is (its long so read it if you like:
> another note is that when the forerunners reseeded us they must have used the ancient human DNA before they were evolved, cos it takes a lot more than 100,000 years to get from florensis to -Yoink!- sapiens. so some of us werent devolved. getting to the point is that i doubt that they got every human and every human tech, i mean we must have escaped somehow, as well as escaping with a catalogue of our tech to restart, but where?
