question about permanent playlist's

can somebody explane me how a playlist like BTB orShotty Snipers become permanet and not only for 1 weekend we can play it?

i know that each week we can vote for the game type we wane play in the weekend but i have read someware that there is a chance that a gametype can become permanent in halo 5.

There will be new playlists and such coming with the december update, should include BTB and others are permanent playlists, details are here
