If Elites and Humans are at peace, why are we fighting them as Chief in Halo 4?
These aren’t the same elites that the arbiter was in command of. these are a different faction since the covenant is falling apart.
Humans and Elites were never at peace. They allied because they both wanted to stop the Covenant Loyalists. “The Enemy of my enemy is my friend” situation. In the extended fiction, there is even an Elite civil war brewing right now.
to make it simple there are good elites and bad elites.
I agree with Toa in the book Glasslands they go into depth of there actions with allying with Humans plus there were still some loyal to the prohopets and kept following they.

Only a certain faction of Elites want to seek peace with the UNSC (The Arbiter and his followers). However, there are other Elites that want to continue fighting the humans and from the gameplay vids and screen shots, you meet the kind that want humanity dead.
There is a rift in between two groups of elites. Those who want alliance with humanity (Arby and his homies) and those who don’t. Those who don’t still believe in the great journey and achieving salvation and they still perceive humanity as a threat
