Pursuit Hydra and Unbound Plasma Pistol in HoR Level

Hey, I noticed when I was pressing three banished switches on the Second Stage of the HoR Level, I noticed that the Pursuit Hydra and Unbound Plasma Pistol appeared after that

Have they ever been in that level before or not?

i believe they always appear even without pressing the buttons, the buttons only trigger a secret rocket hog.
