Purchased a silver pack but did not receive it but it took my req points. Can I get my points back?
Did you buy it just before you joined a game?
I don’t think so. It just failed but took my points anyway.

Same thing happened to me yesterday, seems to be happening after the update much more frequently
When things like this happen you do still get your items, it just skips the opening animation of the pack. You can hard reset your console or check your REQs here on Waypoint, if there are no unopened packs then the items will already be in your inventory 
It gave it to you, you just didn’t see what was in it. check for new stuff.
That happened to me about a week ago. I didn’t get a pack but it took away my REQ points. I got on earlier today and suddenly the pack was there. That’s never happened to me before but I think that’s probably what happened to you too.
It happens most frequently when players : join matches , switches game lobby (if in a fireteam) or due to a disconnection from XBL services.
Don’t Worry most of the time the game just skips the opening animation and gives you the items. if however you feel like this is not the case, try contacting moderators and ask for advice.
