Can anyone tell me what I should use them for?
In the Campaign on Legendary they seemed worthless. In MP they seem even more worthless. What are your thoughts on the new grenade?
They are pretty useless. Unless you can catch someone in a tight space like a doorway where they have to come through your grenade to shoot you (or even better, to get away from you).
Frags are still the go to Grenade, and plasma of course for a little fun.
I got a triple kill by throwing two pulse grenades into an enemy occupied Hill from halfway across the map.
They are a denial of passage grenade. When you are running away they are the perfect CYA tool. People will figure this out soon enough and you will be seeing alot more of them.

I pick them up whenever I can and use them as throw aways to funnel combat where I want it to go. Works for me well in regicide to cute somebody off and give me time to escape. Generally I try and save my plasmas and frags so I use pulse grenades whenever I can and though I usually waste them, I can buy a second or two to push somebody back or cut off a small passageway.

The only way to make them more effective… is to not use them.
Seriously, I don’t think 343i ever even had a meeting on what "BETA"s are, or what they are used for.
I don’t mean to whine, but seriously, 343i only needed to pick up the phone and call a home-boy over at Bungie and ask “What do we need to do to make sure Matchmaking continues it’s high standard at Launch?”
I think someone up top at 343i needs to be fired. This is 2012. It’s too late in the game to pretend standards haven’t been established.
Do they act as EMPs on vehicles? If not they should, that would make them useful.
I’m not sure what they do to vehicles, it’s slow but I double killed a hog with one, other then that try using em as finishers for players hiding in corners with no shield
Wish they would have brought back the spike grenade and flame grenade.
