No one in my company or myself have found a Hannibal Tank or Mantis in a pack since the update. One member even spent 3 million+ req points on gold packs and received no Hannibal vehicles.
Just be aware that you will not get Hannibal Vehicles from REQ packs at the moment.
No I received 2 Hannibal scorpions yesterday.
I don’t have the unlock but I have gotten a few tanks and mantis out of dailies and gold packs. Remember these are mythic, dude.
I’m calling shenanigans. I got both in one pack yesterday.
You can still get the certifications, but Hannibal vehicles are not currently available in gold packs.

I got a spanking, delicious, life taking Hannibal mantis 'bout 6 days ago. You can get them but they very very VERY rare.

I’ve gotten a total of 4 + cert tanks and 2 + cert mantis since the update, you OP sir, are just being unlucky.
