Ok so I’ve heard that all promotional cosmetics will also be able to be unlocked in game, is this true?
I think not all of them, don’t think you can unlock for example, the rockstar cosmetics in game unless you have the codes.
Apparently promotional items will eventually be able to be unlocked somewhere down the line because not everyone gets access to the promotions so its kinda unfair.

Promo items will have a timed exclusivity, I believe around a 3 month period. There was a blog post about this not too long ago.

As mentioned above, this is not true.
Promo items aren’t available for everyone which means some people are locked out of getting them. To be fair 343i have made these items timed exclusive.
They’ll be available to people later on, enough time that people who got them early have that period of cool exclusivity but also gives people a chance later down the line to unlock/purchase them.
As thedon said, with previous games they came out much later
