In the new Game Informer, there is a interview with Frank. Frank states, and I quote,
“The Prometheans are undoubtedly Foreunner citizens. They are in thrall and work for the Forerunner civilization, or whatever is left of it. Even so, they do not represent the entirety of the Forerunner culture. Instead, the Prometheans are warrior-servants, remants of a castle of soldiers driven by duty and renowned for there powerlessness. When you first encounter them on Req, they are defending the planet from intrusion.”
I’d like to say I had to hand type that on medication … which isn’t easy I must say … so loopy right now …
anyway, I hope this answered a lot of questions.
EDIT: He also states that you will fight the Covies first, than find the Promethans, than they will combine and team up.
I feel like this was obvious though after the E3 Demo.

the Promethean forerunner caste is also explained a little more in depth through the Forerunner saga novels and the CEA terminals.

Really a 12 foot Forerunner warrior should be absolutely formidable and almost unstoppable… But in Halo 4 a 7 foot guy firing a rifle can take them down.

That is because 100,000 years ago the original Prometheans were organic Forerunners. The Prometheans in Halo 4 are composed Forerunner souls. Read this thread and it will become clear.
