Whats so hard to believe that they can travel? Looking at how much 343 has done and showed us i believe it.
They likely have areas of where theyre allowed to travel.

It’s something to do with the Absolute Record or the Domain. Halsey and Jul are messing with Forerunner tech on a big scale. I’m thinking the Domain is using the Prometheans to protect itself from people/aliens it considers unworthy.

What? I believe he was referring to Halo 5’s Prometheans in the campaign. As in why they’re “active” and fighting story-wise. There has to be something controlling them unless they’re acting autonomously, as OP said.
