Severity of effect? As in, what does it scramble or disable?

but seriously apparently its a type of EMP device, they also said it would have a radius similiar to the plasma grenades explosion.
I think it is supposed to completely remove your shield if you are within the radius.
Not too much info given on the grenade yet, but I suspect it will act similar to power-drain in Halo 3.
