I am interested in making a downgrade on my device for a lower version because the version I own is a preview (Windows Phone 8.1 Preview for Developers Update 1) and will upgrade to a final version (Cyan Lumia) after downgrade.
All my device data will be lost and I will have to download the game again after upgrading. I wonder if my game progress (HALO: Spartan Assault), even after backing up the device, will be saved and, when reinstalling the backup, my progress will be back again…

Is your version of Halo: Spartan Assault an application(App) for a Windows phone? Or is it for a Windows 8 PC?
For Windows Phone:
Make sure you have your Windows account is currently linked with the Windows App Store. This is so that any progress saved on any app from the Windows App store will be saved on all of your Windows devices, as long as your Windows account is linked with the device(s). In other words, it works the same way as the Google Play’s synchronization of data.
For Windows 8 PC:
I am not too sure about this one as I do not own a Windows 8 laptop and/or desktop. However, I think that it works about the same way as with the Windows Phone(If it is from the app store). If your using something like Steam then you will have to re-download the game but will still keep your progress on your account. Any other aspects I am very unsure with, sorry…

Based on your post and your achievements, I see that you have played the Windows Phone version. In theory, your progress should be saved to the cloud and hence you can safely reset your phone. However, your Service Record does not show any missions played, so your phone might not be communicating properly with 343’s servers.
You could test your progress sync by loading up the Windows 8, Xbox One, or Xbox 360 version. But that might require another purchase on your part. Since your first achievement was on March 7, you bought HSA on WP8 before it became a Universal App, so you would need to rebuy on Windows 8. You would also need to pay on One or 360.

I took a look, it’s really not as my progress. But is there any way to synchronize now, or there’s no way anymore?
Unfortunately, I don’t know of a way to force a sync. My only suggestion would be to keep playing and keep checking your Service Record to see if the missions have been uploaded or not.

I played again from the beginning and now my record is updated with the first two operations completed.
Since my Service Record is updated and synchronized, can I restore my device and my data, untill now, will be transferred to the game when I reinstall it again?
Your progress should carry over, if everything is working as it is supposed to. Unfortunately, I can’t guarantee that this will work since there have sometimes been issues with the Spartan Assault severs. I think you will just need to reset and hope that it works.
Everything went right, friend. I restored my phone and all my progress back by reinstalling the game. Even the progress that I had not synced before.

As Halo is a Microsoft owned product, it makes more sense for them to promote it on their own mobile platform than release it for other OS. They’re looking to boot the market share of Windows Phone and Windows Phone OS and Halo is one of the best things they have going for them to do that
