I might have the answer now for the lack of codes for Euro Gamers…
Recently, Microsoft and Motorola Germany (which bought by google) had a legal fight related to software issues and payment (I think). German court issued a statement to ban Microsoft products including Xbox, Microsoft Surface, IE, anything that is owned by Microsoft are taken off shelves.
Now since Germany is part of europe, I think Microsoft decided not to release the code to EU due to the said legal fight and Product ban.
That should end the EUROPEAN SPEC CODE PETITION ==" NO MORE PETITION OR ANYMORE BS ABOUT SPEC CODES
Dude, you are wrong. Microsoft won again for the third time against Goggle( Motorola is a sis company of google) so all in all it was a sue of google and Motorola and they lost. YOu can still buy EVERY product form Microsoft in germany. The info in the internet is wrong cause the official german pages AND courts tell you that Microsoft won.

I think its funny. I don´t think it has to do with that case but you never know. All I know is Europe has to wait, maybe they just dont have the right codes for them? lol
The usual case is always that Microsoft has to go and sue Motorola cause Motorola use software and patents without Microsofts permission. That was the same this time, so Motorola got sued not other way just to let you know.
So yeah maybe they are mad at them but i don´t think they let it out on the European costumers
