343 seems to be focusing entirely on War Games.
I personally think it would liven up the community to work on Customs/Forge issues.
Such as the non-existent File Browser or the multitude of Forge issues presented in Arbiter 617’s video.
What do you think?

Obviously customs. War Games is nothing but a grouping of custom games with a player matching feature. Better War Games cannot help Customs, better Customs can help War Games.

I think they should focus on both equally, because both are linked. The amount of variety they can add to War Games is directly dependent on how much they and we can do with Custom Games and Forge.
Both sides are certainly receiving attention, but it’s hard to know how much.
Tangentially-related analysis:
Judging by the initial estimate of a January fix for the File Browser, and a more recent statement saying that they likely will not make that prediction, I suspect that 343i just doesn’t know what’s wrong with the Browser. Given all the things it has to do, there’s probably a lot of failure points.
Custom Games are also not an easy fix. A Bungie employee once stated in an interview that while a basic gametype can be scripted in a few days, it can take weeks to properly polish one and get it release-ready. Even if 343i had started working on the Custom Game issues from launch day, they likely would not have much to show for it – especially since they’ve been distracted by quite a few other unlucky problems.
So the lack of completed work on Customs, Forge, and files doesn’t necessarily indicate a lack of any work.
They seem to be focusing more on War Games, but that’s probably because playlist updates are bit easier than building whole gametypes from scratch, implementing brand new features in Forge, and so on. It seems to be getting more attention because it’s getting more progress. But it’s hard to know whether the two sides are actually getting equal or unequal attention.
