Maybe. Maybe forerunner. It’s tough to say for sure.
I doubt it would be Forerunner, as the Forerunner couldn’t kill them, so in a last ditch attempt to do so, they killed themselves and the Flood still survived. It was only the Ancient Humans* that could beat the flood, as they had a cure.
*And the UNSC found that a side effect of the ORION program is that their subjects also became immune to the flood.

It hints at nothing more than we’ve known since Halo 4 was announced. How does the threat not being flood hint at anything specifically?

Even with the info in Primordium would it not make sense that the augmentations in the ORION program may have augmented certain neural pathways in the subjects making them seem to be unsuitable host to the flood spores? All the TO said was that the flood chose who and what to infect.

I think that its the Precursors, or, if not them, then the Timeless one’s species.
Because, remember the concept art video? At the end of it was some small flashes of a freaky thing, possibly the enemy. Which fits the description of the Timeless one, or a Precursor concept art.

And the drawing someone did of the picture from the concept art video looks a lot like the picture from the concept art video?! WOW!
There’s no confirmation that the picture even IS a precursors, people just assumed it was and wrongly put it on the wiki.

I never really looked into what they said. It could mean anything. What’s stronger than the flood?
No flood in Halo 4 is the only concrete thing we have right now. Everything else is speculation. It hints at him not wanting to ruin the surprise.
