Honestly confused with how it’ll be distributed when the time comes. Will it be in a mod or a content update? Or is it for use in the mod tools?

It will be mostly likely in the data tags of maps file similar to how the mongoose in H2C and gravity gun in CE are already accessed. Maybe they could release steam workshop support and releases these items alongside its launch.
