Okay, so since release, I’ve not been able to get on Xbox Live because I’ve just moved house and have been using a MWAN which my Xbox can’t connect to. I redeemed several pre-order codes on xbox.com, and when I downloaded my profile to a friend’s Xbox today, none of my redeemed codes were on my account.
I had:
Pulse, Oceanic, Locus, Bulletproof, Forest, early specialisations and the Arctic BR skin.
The BR skin was in my active downloads, but when I downloaded it, it wasn’t on my loadouts. Help please?

I’m not sure about it, but I think these codes are not only profile, but also console-specific. So once you downloaded 'em to your Xbox, they won’t appear on your friend’s, even though you’re using the same profile. Another thing, if you redeem these codes on xbox.com, you have to manually start the download on your console (at least, I had to do it.)
That makes sense, since the BR download said something like “bound to another console”, but that and FuD were the only downloads in there. If it had to be done manually, wouldn’t they all be on the active download tab?

Yeah, I believe the DLC is console and profile locked. This probably resulted in the content licenses being registered to you own xbox and so, you couldn’t use it on your friends. To be able to use it there, you need to go onto the dashboard and transfer all content licenses to his xbox.
Be warned though, you can only transfer licenses ONCE per month. So I suggest you don’t. But that is most likely the reason why you couldn’t use it on his xbox.
