Pre order bonuses account locked?

my question is are the pre order bonuses locked to one account?

i ask because i downloaded them using my brothers account and i can’t use them
ususally they follow the rules of account to download them can use them on any console and anyone on the first console downloaded to can use them

They are locked to 1 account to my knowledge.

They are locked to the account the codes were redeemed on, sadly, you will have to wait to see if you can buy them later on down the road.

well that sucks, least i got my limited edition ones, anyonbe know why 343 decided to be stupid on this one issue?
