Not exactly. It appears before you get into meridian station, or when you have to fight off the Prometheans to get in the gates. The turrets themselves are simple AI and appear on top of the entrance gate, but will be destroyed before the mission ends, which can not be prevented, yet they are there for a good amount of time.
The turrets can not be operated as they are independently targeting an object, but could potentially have the option to target/defend a certain team.

Well I didn’t really play halo 4 much, but the dominion turrets are basically what the turrets that I found are, but dominion turrets can be easily destroyed and are a lot more blocky. These, I guess, Halo 5 dominion turrets are activated all at one time with the push of a keypad terminal, as seen in mission Glassed in Halo 5’s campaign. But really, I guess they are very similar themselves.
