EMP Pulse sounds kind-of overpowered.
So yeah, I would like this thing where your Spartan punches the ground and is invincible for 7-ish seconds then releases an EMP pulse that takes nearby enemies shields out as you get up.
Shield Augmentor: Increases damage resistance by 50%, but lowers movement speed by 25%. Drains quicker when taking damage.
Air Stomp: Not an armour ability, but a default one like sprint. When in the air, a player can hold down melee to perform a groundpound to damage nearby enemies. Damage increases with height the stomp was activated from.
Engineer/Item AA: have 2 or 3 items from halo 3 that can be set down w/ a slow or no recharge rate for example, having a energy drain, shield recharge, flare, and mine,
AMMO AA: dropping ammo crates for you or allies
I am going to get some flak for this but…
My gun (BR) is my ability…and it grants me the ability to kill. Not to turn invisible, spot enemies through a vison power up or even fly to moon. It simply kills, nothing more nothing less.
I will use it when it’s necessary (100 percent of the time), use as best i can and not have to worry about it being gimmicky or forced.
There many like it, but this gun is mine.
Shield Relocation- like in the books, the spartans can control where their shield strength is placed, when entering a fight you could activate it, pushing all of your shields to the front of your body, effectively causing 200% shields, but it would remove protection from everywhere else, so if the enemy were to lob a gnade behind you, well you do the math.
It would have a long recharge, but I think it’d be an interesting alternative to something like AL
A armor ability that makes an orbiting ship fire its MAC cannon down on the unsuspecting people. It will also spawn raspberries and flowers.
Some kind of armour lock (not reach AA version) that if fall damage is still in, will lock your armour and stop the fall from damaging or killing you, but takes a second to unlock and you are vulnerable during that second.
Zoom Enhancer: Increases the magnification power of all weapons by 1x (for example, the BR would have 3x magnification). All non-scoped weapons receive basic 2x zoom. Does NOT increase the actual range of the weapon.
After 21 kills I can set a Halo to destroy everyone and earn me 25 extra kills and finish the game quickly. Woopdidoo. Or how about calling in an automized hornet for 10 minutes which can’t be destroyed? Or how about something that lets me spawn with invisible overshields off-spawn? If that’s not good enough, perhaps something that after 3 kills with the BR lets me get early access to the rockets?
Skull Armor Ability. So you would have all the Skulls to choose from each new and old Halo game. But you can only choose for each class or one for all the classes. But you would have to unlock them before using them.
Here are the once I would most likely use. 
Boom Skull
Once the skull is activated, explosion radius will increase two-fold. = So this would work for you and your enemy’s in multiplayer matchmaking or custom games or just yourself in multiplayer matchmaking or custom games.
Grunt Funeral Skull
Once the skull has been activated, every Grunt’s methane tank will explode similar to a plasma grenade when killed. = For this one make it so it’s Spartans instead for multiplayer matchmaking or custom games or make it so my hologram would blow up it you destroys it in multiplayer matchmaking or custom games.
Bandanna Skull
Supplies infinite ammo and grenades for weapons. = With this make so it work like Supplies infinite ammo for armor ability’s, grenades and for your weapons in multiplayer matchmaking or custom games
Malfunction Skull
Once the skull is activated, one random part of the HUD will disappear at every respawn. = So this would work for you and your enemy’s in multiplayer matchmaking or custom games or just your enemy’s in multiplayer matchmaking or custom games

How about one that takes away all the other armor abilities and forces everyone to use their skill?
how about a super sprint, say there is a map like hemorrhage again, and your at blue base and need to get to red faster, so you engage, and run not over powered, but fast enough to get there to help
Bloodrush- Melee 20% faster than normal.
EMP Wave - short range pulse that knocks out both yours and any close range enemies shields, doesn’t affect vehicles
how about something were you can walk on walls etc. like spiders also AA do require skill for example using AL required skill (when it was used properly) and it added many different angles to the game. and also a phase in and out of reality AA where you cannot do any action yet you take no damage but to stop people from meleeing people then going into it if you deactivate it then it has to fully recharge

or you could both just play H3
and playing against an enemy which has an advantage over you takes skill and it makes the game fun and different instead of shoot, close-in and melee (gets repetitive) and some people like them, me espeacially
Man Cannon: You strike a pose and take on the properties of a Heavy Man Cannon. Tossing your Team mates across the map or hurtling a vehicle into the face of some one you love.
Dead Man’s Salute: Someone Teabags your corpse and you can remotely punch them in the groin once.
A Armour ability where the enemy can not see your location on the radar when you are close to them for a certain amount of time… (10 - 15 Seconds)
