Post Notification: How does it work?

I was wondering becasue there are times where I can post post after post without getting it. But there are also times where I can post 2 post then I get it.

Also how does the timer work to?
I’m getting different times anywhere from 8-28 seconds.

You can make a post a minute(I believe), though if you edit post a you’ve made the counter rests
