Alright, so 343i has talked about how there will most likely be a release of all the pre-order dlc post launch. Date is unknown obviously.
A few things that are in the grey about that DLC though are that:
We are unaware if it comes with any of the pre-order dlc emblems.
It is unknown whether or not it includes the Halo 4 Console exclusive content and the LE exclusive content.
If any info on these grey areas are released I will gladly update this. If you guys know anything about these or have any thoughts on the topic feel free to talk about it.

They stated more or less the pre-order offers. Exclusive items such as that in the LE game and console will be available only through the purchase of those contents. The pre-order emblems and weapon skins may realeased in the dlc also considering they have the same restrictions as the armor skins. This being said, we may never see that dlc.
