Most likely because that city is all but confirmed to be Sanghelios, and the Arbiter and the Swords of Sanghelios still have a lot of tech from the original Covenant. Jul 'Mdama’s faction from Halo 4 is sort of a splinter cell group, and that explains why they look so different, speak a different language, and have different equipment in Halo 4.
This theory is supported by the potential return of the classic Elites as the Arbiter’s forces and allies to the UNSC.

It seems Halo 5 will finally be establishing some artistic consistency in the Halo series by re-using some designs.

Me too I’ve been asking for this since reach reuse models let the universe feel more alive and robust.

The canonical description for past design changes, is that there are multiple models. Is it a sin to make a new model after several years? I phones get a new one almost every year.

You mean this one? Maybe Jul’s forces will use this one with the dark color and Arbiter will use the old design? (Which I hope for)

That’s what im thinking too, im thinking arbiters crew are going to be in halo 2a armor.

Yeah my inner nerd came out there. Oh and in Escalation 1, there was the Reach and 3 banshee side by side. I liked that too.

Um wrong link? The Banshee Locke took out in the Gamestop trailer was the Halo 2/3 model.
I would have expected the Arbiter’s forces to be using the newer model, especially since Jul’s were already using the older one in Halo 4, so I’m a bit confused actually. Maybe they upgraded their tech

So true, I was so confused when I first saw the Forward Unto Dawn when I started Halo 4’s campaign. The Dawn went from being the awesome Charon-Class Light Frigate, which is a Troop Transport and Support version of the already awesome Frigate design, to a Strider-Class Heavy Frigate. Which is a Post-War ship designed for Combat. Seeing these banshees gives me a bit of hope that 343 will be bringing some canonical consistency.

Nope.
I think it makes sense for there to be different styles of banshees. As Anguirus2552 has already, designs change as new models come out and it doesn’t necessarily break canon doing so.
I definitely prefere banshees from Halo Reach and 4
