Okay guys so it seems like there is a possible fix, at least for me.
Someone else mentioned in a other topic to put everything to off or low except for Geometry Quality and Terrain Quality, you have to change both of these settings to ULTRA.
That gave me a FPS boost from 100 fps to 130/140 FPS without any stuttering.
After that i put Minimum Framerate to 144 and Maximum Framerate to Unlocked and turned off the Fullscreen Optimization for the HaloInfinite.exe in Windows.
Now i have stable 150 to 160 FPS on every Map without any stuttering.
I hope this helps some of you.

It didnt work for me in the training mode, but hopefully I see an improvement once it does live again.
