Ya que en Halo 3 regalaron la recon por que las estadísticas del juego ya dejaron de funcionar,al igual en halo reach,asi que tambien deberian de dar las flamas eternas(azules) ya al iniciar el juego.

No, they should not give out the blue flames. It was a special item and it should remain that. If you missed out, your loss. I know I missed the Blue Flames and wouldn’t mind having them. But I don’t want them to give it to me. I missed out getting the item and that is my loss.
Blue Flames are not available any more and haven’t been since 2011. 343 never had the ability to unlock them. If you didn’t get them at the time, there is no way for you to get them now.
