My opinion.
I think it does, but I was never expecting Halo 4 to blow me away (its made by a different developer so of course they won’t get it perfect the first time).
Controls, when changed to recon make it feel like halo.
Holding the disc also feels a lot like holding all the other halo discs too.
I cant for for fun gametypes anymore, just the same stuff and maps are in playlists 
As long as you take off your nostalgia glasses, Halo4 still feels like Halo.
Is there even a single map in this game that is located on a Halo installation?
You know how Duke Nukem always had Duke Nukem in it? They may as well call this game Spartan John.
Actually it does feel like halo to me and I’m a long time CE player.
But there is still A LOT of work that needs to be done for it to go from ‘feeling’ like halo to being as awesome as past halo titles.
“Feel” is subjective. And it does feel like Halo to me personally, yes.
Does it feel like Halo?: Yes, I think it does.
Has it changed for better or for worse?: I will wait until the nest TU and CSR are released and then I will decide.
