Although spawns in MCC can be questionable sometimes, I think Halo 1 always had these type of spawns.

As has always been the case with HCE maps and specifically with Hang 'Em High you need to be smart and work with your team to push for the map’s power positions while keeping an eye on the power weapons. And once you cease control of the power positions don’t get overly aggressive only to find yourself back in the weaker spawn position. Way too many times am I teamed with randoms who don’t understand this or don’t care to comprehend what I’m telling them.
Yeah was never a fan of this map. Way too open for my liking.

Well to answer your question, I guess because its in Halo 5, the servers can place players in the game and if there are more then one player it can be called a team game.
It is my least fav map to play, but unlike others who bang out when they see what map we are playing I hang in there and give it a go (its only a few minutes out of my life after all).
