Ever since the beginning of time the Sniper has been the most coveted and important weapon in a Spartan’s arsenal. It’s a weapon I do not excel with and have hated my entire career, but it has had its place and I have fought and died to put it in my teammates hands.
Every release of a Halo has seen a new sniper rifle and every new sniper rifle has been easier to use than its predecessor.
The problem is the sniper in Reach. It is far to easy to use. Even I can pick it up and have 100% accuracy going 2/2 headshot no-scopes without even trying. It is actually so easy to no-scope with this gun that it is actually viable to use the gun without the scope entirely. The gun is plain broken and no one would use a BR/DMR over a sniper that can just kill in 2 shots and there’s a good chance of just getting a headshot… without scoping, at range or close doesn’t matter.
Remember when a no-scope actually meant something in H1 and even H2? Now it’s just as common as eating a grenade and for some reason we (MLG) has to find a way to put 1 or 2 snipers on every map.
Please readjust the sniper to make it a weapon of skill and also reintroduce the skill of suppressing a sniper (where spraying his face with bullets actually meant you were protecting yourself and teammates).
I definitely agree that the Reach sniper is a bit easy to use, but I don’t want to see it return to the days of H3 where it wasn’t hitscan and you had to lead your shots to compensate for it. I would love to see recoil in place to make it more difficult to use, but have it remain hitscan. The hitbox for the head also needs reduction.

not for dmg or usage but for that deadly cool purple beam…as well as over charge…need it
I agree with you OP, the Halo Reach sniper is so easy to use it’s just sad, competetive weapon? More like “n00bgun”. 
Back in Halo 3 it took skill to snipe, and spamming the trigger was pointless, there were no such thing as a “cheap” kill with sniper. Sure, bad p2p connections and having to lead your shots were part of it, but in a good way.
Sniping in Halo 4 should not be CoD style, it should be good old school sniping. Where the sniper is used by the best sniper on the team, and "wanna be"s leave it since it’s to hard to use, and won’t give a 15/1 k/d.
Hitscan is good, but the head should have a smaller hitbox, the sniper ammo and clip should be lower, make each shot count, and a higher respawn so that it does not dominate (Haemorrhage). Maybe even add some sway/recoil, something to make it a good idea to goo for the head or help your teammates, not 2 fast spams = cheap kill.
I want the sniper to be a weapon that is hard to use but rewarding, not a cheap way to win used by and kid.
Oh goodness, the H3 sniper and all of it’s non-hitscan difficulties. I had the worst time trying to get a kill with that long rifle. The sniper in Reach on the other hand, often gets me 8-10 kills without much stress or difficulty.
I was hoping for the sniper in H4 (when compared to Reach’s sniper) to have reduced fire rate, perhaps reduced magazine capacity (3?), less anti-vehicle capabilities, and have the hitboxes for noggins be reduced.

A few years ago, someone from Bungie mentioned that the only noticeable time sniper shot leading would come into effect was cross map on Sandtrap. The netcode on Halo 3 was just really bad so it made snipers sometimes not register correctly.
Never used the sniper rifle, so I just hope its sound is like CEA.
Halo 4 sniper will be a mix of H3/HR hopping so.

H1 may of had a high rate of fire but sniping in H2 was much easier than H1.
Though for H4, I think they should have H3 rate of fire,hitscan, with a smaller reticule and smaller head hitbox.
Halo 2 sniper was easier to use than the one we have on Halo Reach. The aim assist in Halo was massive.

This. I would be very happy if it was the Halo 3 sniper with hitscan. Although I do think the Reach sniper is the coolest looking one of all the Halo’s, so it would be nice if it looked similar to that.

Not true at all, the Halo 3 sniper too a great deal of time getting into it, and even then, you’d not get headshots when it was clearly a headshot, However, I like the sniper that way, because you feel like you deserve the headshots when you get them, and you also feel more accomplished every time you get a sniper headshot with it, due to it being harder to use.
I think Halo 4’s sniper should be a mix between Reaches and Halo 3’s. Halo Reach had better hit detection, but the bullet magnetism was really high, so, I suggest making the Halo 4 sniper have VERY little or no bullet magnetism, but better hit detection, because Halo 3’s sniper had pretty bad hit detection, even after you had mastered the sniper, certain shots that were clearly head shots, wouldn’t actually be headshots, due to the hit detection.
I also think the reticule should be really small, like Halo 3’s, Reaches reticule was larger than Halo 3’s, and CEA had a massive reticule, however CEA’s audio for the sniper was pretty awesome.
Personally I actually preferred H3’s sniper BECAUSE you had to learn to lead your targets like you actually have to irl, so I guess because of that, it just seemed more natural for me.
With that said, if it’s hitscan, I won’t be throwing my toys out of the pram any time soon. But it DEFINITELY nees to be guided back onto the path of skill.

I mainly agree with you, OP. But they have also ruined the Covenant sniper in reach. I mean really, it goes against the principle of the sniper. I dont want a focus beam with a scope, thats completely useless. I want a weapon that feels like it is precision. Like when i line up my shot from far away at the enemy who is unaware of me, i can choose someones head and BTTTZZZWWWW! they scatter, a man down. I want it to be scary, like real snipers. But also make it, maybe, stronger but more difficult to use than the human sniper. A good way to do this is to make it very precise, more powerful but only one or two shots then a short cooldown. What would also be super cool is that if you fire normally, it isnt very powerful, but hold down the fire button, and it charges for a second then fires much more powerfully but takes longer to cool off and uses more charge. That last feature isnt necessary but would make it more diverse and tactical.
But having to shoot a pip squeak torchlight at a small target thats always moving with a smaller beam that doesnt fire exactly where you expect and having the beam be highly visible from everywhere and having to hit the target for like 3-4 full seconds just to have a chance at killing them sounds… unattractive.
