Actually in general, you should put subtitles in different languages in the game, and in case multiple languages for speech exist, they should be selectable.
Nothing SHOULD BE mandatory and strictly based on location. I want the original language voices always and to be able to have the language in subtitles I choose, from the available ones.

Acutally Halo 2 Anniversary suffers from the same issue. Not even English is present in-game, and sometime in the fighting you can’t make out what characters say. It’s very strange considering 343 got it right with Halo Anniversary and Halo 4
