Go set one up, you’ll see the answer to your question after it is created. Complete it, and turn it in. After the time is up, you will rewarded!

There are 2 ways to participare in a custom challenge: you can create your own, or be invited from a friend who created one and enlisted you.
Simple way is to create one, but you have to do it here on website (you cannot create custom challenge directly with XBOX).
When you set a new challenge you can choose parameters (type of challenge, number of kills, medals, etc, time for challenge and maybe some friend (optional). After creating challenge the system assign to it a certain number of cRs.
If you complete the challenge reaching your goals in the time frame you will got that credit (at the end of time).
Create challenge. Set time limit. When that time limit expires if you have completed the challenge you are awarded the cR.

Just click your name at the top of this site, go to challenges, then go to custom. From there just fill out a simple form (I don’t believe there’s anyway to tell how much it will be until after you set it up. So make them worth it).
If you’ve got an iPhone, there’s a Halo Waypoint App that makes setting up challenges extremely convenient.

NO…Only through Waypoint, via the internet and their site, or the cell phone app.
It is not tied into Xbox Live as of yet, and don’t believe it will be, but one never knows.
