So, I just recently went into Halo:Reach. I know what one of the problems is(population).
Too many playlists! Whats the point of 4 playlists that involve 4vs4 teamslayer?
Just delete everything and keep a few (mix things up, double exp weekend?).
Halo3 had a good setup with the playlists.
In my opinion there should be in Halo:Reach and Halo 4 only a few playlists.
Starter playlist 1 vs 1 vs 1 vs 1 vs 1 vs 1 (6 players)
Team slayer 5 vs 5 (10 players)
Team objective 5 vs 5 (10 players)
BigTeamBattle 8 vs 8 (16 players)
Invasion 6 vs 6 (12 players)
MLG 5 vs 5 (weekly update’s (maps gametypes) (10 players)
Muliteam 2 vs 2 vs 2 vs 2 (8 players)
Ranked Team doubles 2 vs 2 (4 players)
Ranked Team Objective 4 vs 4 (8 players)
Ranked Team Slayer 4 vs 4 (8 players)
Room for Halo4 playlist.
and bring back double exp weekends (infection, SWAT,
16 player FFA(lag battle) action sack?)
Map packs, only make 3 playlists involving the map packs. call it map pack slayer. leave it there for ever, every time a new map pack comes out they will instantly be added.

You can think of other playlists, but you are getting the point right?
