what do i have to do to be able to use more then one perk like that? is it a specialization? i dont think its cheating as there are way too many people using it for the makers of halo not to do anything about it? like i just played a round with a guy and got killed by him. on the kill cam i saw him look at me and three team members behind a wall with the promethean vision, then stop and set out a turret, then jumped into the air and used a jet pack to come in on top of us and force us out.
and im still having problems with people who disappear and reappear well shooting at them, dont listen to anyone when they tell you thats a connection problem! as it will only happen for halo, not for anyother game, unless you do have a bad connection then it will happen for everygame. but for me its only for halo 4 and it only happens every 3-5 round, as the headset lets me know its happening to everyone on my team. so if it is somehow that halo 4 is just too much game for the console it was made for, or every so often your gonna play someone that has moded out there account and its making the game slow for the people involved in the round… dont get mad at these people as they cant play video games very well at all and the only things there good at are working on the computer, and probably -Yoink- to internet -Yoink- in hopes that one day they too will know what it feels like to have someone like them that much!
so anyhow really want to know how i can get that perk or whatever it is! thanks in advance!
i assume its gotta be a leveling thing right? like maybe after level 100 you can pick 2 pirks or something?

I swear I experienced something like this earlier today.
I heard jetpack sounds and promethean vision sounds coming from above me, but I assumed there were 2 people there, but on my radar there was one dot!
If you change the game to get CoD players in, you have to expect hacking.
As for the people jumping around…
If it isn’t lag, then you are no doubt dealing with hakers. There are 2 armor abilities coded into the disk that you can’t see, but hackers have gotten to them:

You make a game for online play, expect hackers. They’ve been there since Halo 2 on Xbox Live, and Halo 1 in Xbox Connect.
On-topic: Players are supposed to be limited to 1 AA. No custom options allow more than one. Chances are, you’re dealing with someone modifying the game. Report them on the Xbox Live report thingy.
Don’t you know? It was a super rare pre-order bonus. They can actually use up to three, but they just stuck with Jetpack and PV. They should’ve used Thruster Pack too.
Seriously, though, if they actually do have two AA’s, then they’re modding.
Promethean Vision and a Jetpack? Wow, using just one is sad enough.
It is impossible to use more than one AA without the use of mods, hacking or some kind of glitch exploit that I don’t know about. I’m putting money on it being either a mod or hack. Either that or your lying which I am not accusing you of.
