I know how you feel. I can count only a hand full of times that someone actually tried to communicate with you. Although all mikes may be bad, I have bad luck when I do get someone with Mics it’s little kids arguing about who goes next or worse some with loud music 
In Halo 2 wasn’t there an option to more likely be matched up with talkative players or quiet players? They should bring that back.
I agree and that’s why I’ve been lobbying to get the game/lobby chat working so you don’t lose touch with your fireteam. I feel this would help a little.
