Who says that either of those races are playable? They weren’t in Halo Wars, they may not be in Halo Wars 2. Who knows.
Personally, I have no desire to play as Flood, and Forerunner tech is so far advanced that if they a playable race their tech would have to be severely nerfed from its Lore potential just to remain fair.

Why all the support for forerunners? I feel like the flood would be way more fun to play as
Flood is way more plausible. In the first halo wars when you fought them they seemed actually fleshed out. They had almost as much unit variation as the actual factions and they even had bases. I think there was actually a rumour for awhile that Ensemble planned to make the flood playable in online but ran out of time to implement them.
I would chose The Flood.
