What was the reason behind replacing the Plasma Rifle with the Storm Rifle? Even in the Prologue we saw Elites using Plasma Rifles in battle.
It was equivalent to the SMG, which they also got rid of because no duel-wielding and balance.
I know, it sucks.

I really don’t know. All guns have their performance tweaked from game to game, I see no reason why the Plasma Rifle couldn’t have simply had its gameplay characteristics changed.
We went from a beautiful original classic Halo design to an ugly purple lump that looks like a Carbine concept reject.
It’s a real shame.
It’s for the sake of progress. While I do like the Plasma Rifle, I am quite happy to see the Storm Rifle take its place in Halo 4. It adds a sense of freshness and newness to the game.
What happened is that it gained enough exp to evolve, and no one pressed the B button to stop it 
My guess is that the Storm Rifle could have been an adaptation for the Storm of some kind. I really do not see the point of changing the design though, as it looks like Plasma Repeater 2.0, and the Plasma Repeater was only in Reach. Perhaps the Storm have run out of Plasma Rifles, and what we are using are left over jury-rigged Plasma Repeaters.

My guess is because in champaign the Elites don’t have plasma rifles. This is because ever since the Covenant collapsed they were cut off their supply. So ONI arranged Kilo-five to keep them fighting, so Kilo-five gave the Elites weapons to kill each other…and plasma rifles weren’t one of them.
The prologue was a flashback. If you remember it showed a brute chieftan in that cutscene, all that was in the past. This new covenant is different.
Partially true, but in the champaign your not fighting The Covenant, your fighting what I think is The Abiding Truth. They don’t have the exact same weapons because of what I said before.

But… but why do the Spartans have jet packs when armor abilities were only on Reach? And… and why do they have the same armor as Chief when he changed armor from CE to Halo 2 and Halo 3 to Halo 4? And why do they look like Storm elites? Please Toa, why?

AAs were not only available on Reach. Jetpacks in particular have been featured in the fiction long before Reach came along.
As for the Spartan armor: this was likely due to asset management. It might have been too expensive to make previous version of Mjolnir (both in terms of polygons and money), so all Spartans were given the Chief’s Halo 4 armor. Making a single weapon is a lot cheaper than a large suit of armor.
For this same reason, the Sangheili seen in the cutscene all have the same armor worn by Halo 4’s Covenant instead of the standard harnesses worn during the Human-Covenant War.

Ikr? The storm rifle (blueberry launcher) reminds me too much of reach’s plasma repeater. I hated the plasma repeater. And I’m sure many other people did, because of the fact that it was absolutely useless on shields, something plasma weapons are supposed to excel in.
And while the storm rifle is a little bit better on shields, it still sucks compared to the plasma rifle because with the introduction of custom loadouts, 343i made all the primary full autos about the same as far as damage and kill times are concerned.
And another big reason for its removal was to avoid duel wielding. Cause you know, why would they do extra work trying to implement a totally awesome (and for duel wield haters, totally optional) mechanic when they could just take the easy way out by trashing all the duel wielding weapons (smg, plasma rifle, spiker, etc) and letting you have a choice between the dmr/boltshot combo and the dmr/boltshot combo? Makes total sense.

Prologue was a flashback bro. In Halo 4, it is replaced with the Storm Rifle. The Storm Rifle is stronger, but I prefer the Plasma Rifle.

The storm rifle was mentioned at the end of The Thursday War, one of the Kilo 5 team was in a hog and saw a Kig Yar holding one. They also mentioned the team getting a Mantis.
You know, i had more control with the Plasma Rifle than i do now with the Storm Rifle. I dont know about you guys, but it seems to overheat much faster and seems to have less accuracy. Plasma Rifle, i used to dominate in FF.
