Does anybody want to legitimatelly get plasma pistol kills by playing free for all regicide or rumble pit and we all agree to only use plasma pistols, when you run out you can melee, also no grenades, this is by far the hardest commendation in thegame.

Agreeing to only use certain weapons prior to a full party match is not boosting. Boosting would be using guests or absent players consistently to raise your stats. Just as long as everyone plays 343 has made it very clear you can do whatever else you want, even in matchmaking.
