It’s possible, but I believe it had something to do with that shattered moon/planet. The Covenant don’t destroy planets like that.
NOVA test, perhaps? Shattered the moon and destabilized the Pelicans and other stuff on this planet?
That would be a reason for the broken desert environment too, lifeless as a result from the NOVA.
