Although I’d like it to be him, I doubt it. He appears in H2A’s terminals in a scene set during the Great Schism, and in that scene he wears his original armor. The scene also implies him dying shortly after it, which rules out the possibility of him having his armor changed after it (which is further ruled out by Halo Wars 2 presumably taking place before the Great Schism).
There’s always the possibility that his portrayal in H2A’s terminals wasn’t entirely canonically accurate. That’s actually very likely.
