I don’t know what you did 343 but my stuttering issue is 100% fixed with the new patch(s) thank you so much! Hopefully can be fixed for more in any future flights if they happen.
On PC, mine almost seems worse 
I got a ~10 FPS boost but the game still feels stuttery for me
I was thinking this too, I am stuck between they are fixing it or have (still minor hitches).
Or maybe that telemetry data harvesting is not enabled yet until live multiplayer.
