It counts vehicles as part of the 15 as well now. I just got my 10th perfection with only 14 kills and one vehicle kill. I actually got disappointed when I saw my screen say “Perfection - Expert” 
Did it use to be like this? I know the post-game in Reach also counted vehicle kills as an extra kill but I’m sure it still required you to get a Running Riot for the perfection? Again, the way this works actually makes me disappointed with the technicals, as it doesn’t really make any sense that you get 2 kills towards perfection for lazering a mongoose with one player on it.

When OP says stealth nerf he’s asking if they tried to secretly change the perfection reqs… not sure how that was hard to figure out. No clue if that’s the case though.
