Perfect Decompilation Kill Effect?

Since the release of Season 2, this effect has been featured in the kill effect customization menu, but I do not recall ever seeing it in the store despite it supposedly being from season 1. Was this already released, or is this an item that has yet to be released and is vaulted for the time being?
