I guess I see the 2-hit shotgun idea (which I kept), but I think 343’s dual-capability forerunner weapons are one of my favorite things they came up with. I think they should take advantage of that.
Just make it work like the H3 Mauler in that it’ll rip shields and does major health damage, but it won’t kill you in one shot if you have full shields. Have it so your opponent needs to be at 75% or 50% shields for it to kill you.

I have no idea why people complain about the bolshot. Thruster pack is the BS worst enemy. Also with shotgun/scattershot/saw/sword/overshield/ (and anything else that may affect a battle a close) drops there needs to be a away to counter. Teams are already capable of dropping in shottys. Taking it out would only make it easier for camping to happen.
Also it takes a lot more skll to use than it did at launch. I say keep it in. H4 needs it. Had this weapon existed in H3 it would be out of place.
Make it shoot about 50-60% slower than the magnum.
Make it 3sk, 2 shots to strip shields 1 to headshot.4sk if just shooting body.
Decrease AA to like 5 meters, so it will take skill to shoot far away.
Decrease reticle size to the inner circle of the BR, no bloom and no scope.
Reduce clip size to 6, to balance the damage output.
Make secondary fire to shoot out a miniature Pulse grenade which will have a minor gravity effect, which will take an entire clip with 1 sec charge up time no cooldown since it takes a whole clip.Which will also acts a short area denial much like the pulse grenade but on a smaller scale.
This way the primary fire maintains a familiar resemblance to the guns name and shoot large bolts that do tremendous damage.This will also make it a weapon that will take skill to use like the Light Rifle.The secondary fire will help the primary fire by removing some or all shields for a headshot.The lack of AA and no scope will prevent abuse of it by an average player.This will also give it a uniqueness that will befit the other Forerunner weapons.Headshots by this weapon will cause a Disintegrate effect to make it more unique among the secondary’s.

This. Plus, make it kill in 9 normal shots if you hit every shot.
