Can you provide evidence with a game clip? Outside of Xbox 360, or a game that supports cross play, I have never ran across a cheater on Xbox One. Theater on Halo 5 isn’t the most reliable source either, given how delayed certain actions are, and isn’t a 1:1 reflection of the match you had just played.
Now, there’s manipulating spawns, and as annoying as getting trapped might be, that still technically isn’t cheating either.

As it stands on Xbox right now there is no way to mod the Xbox One OS to allow cheating in online Xbox One games, so what you’re seeing won’t be people hacking or cheating (though it may be possible to exploit issues that crop up in-game). You can be sure news of this would travel fast if it was ever made possible.

Cheating exists in the game. People have seen stuff like rapid fire for example, people use stuff like that cronus zen thing. If you suspect someone cheated you have to file a support ticket. For a cheat like that I’d imagine you need clips of it happening though. Reporting works for when you file tickets for derankers. So it definitely will work if you have the evidence you speak of.
