It hasn’t been fixed because there is nothing to fix. For something to be fixed it has to be broken and for something to be broken it has to exist, which the Party-Up feature doesn’t in Halo: The Master Chief Collection.
Though I do agree it needs to be added. One of the better parts of the legacy version of Halo 3 is teaming up after a match.
