This could be argued to be an xbox one issue, primarily, which is in desparate need of an ability to counter overscan for TVs, such as mine, which have no ability to turn it off.
But during the xbox callibration process, they specify a minimum image size, and a full image size. The reason is because developers are supposed to account for some degree of overscan when making games, and it appears that in a few areas 343 have not.
For the most part the issues are negligible, such as part of the rank being cut off in matchmaking. But for Halo 2 Classic (notably not H2A, or any other game), parts of the HUD are cut off the side of the screen.

This really should have come up in testing, and I can’t imagine it’s difficult to fix as all it would involve was the repositioning of a few elements of the HUD by a small amount.
If Microsoft won’t implement any ability to adjust screen size within the xbox one itself, developers need to ensure that their games remain playable within the overscan limits specified by the console.
