But seriously, ONI doesn’t control the Prometheans, and this is evident in the gameplay footage of Osiris fighting Prometheans. Don’t think ONI would issue them to kill Osiris mid mission. My guess is that these colony worlds have something of value to all of the factions.
I think you’re getting colonies confused with insurrectionists. ONI doesn’t like rebels because they want the colonies to be peaceful under UEG rule. As for the Guardians, I think Jul 'Mdama activated them somehow at Kamchatka. As for the Prometheans, no-one is controlling them, the Forerunners tasked them with protecting key Forerunner sites in the event the Halo Array was fired, they are just doing what they were designed to do.

ONI seems insanely callous to the human cost in most of their decisions and I wouldn’t be surprised if they are pulling the strings here.
Hey gus what’s up its Chris wit another episode of HalFlower. Today well talk about we-there “Ohnai” is controlling the Promthins. Ive you look close nuff you can see that the Ohnai interogetiver has white hands, but Locke is clearly black. This leads me to suspect that the lighting was being a bit racist and trine to erase his hertage since I believe that was in fact Loki. Therefore I conclude the Promthins are working for Ohnai because the Wart-in was white only due to lighting aswell. He shares that wit Lucky so they have sumthin to bond over.

They are, but Osiris is working directly under ONI’s authority, they wouldn’t do anything to Osiris unless there was a hint of Osiris turning on ONI, otherwise wouldn’t make much sense.
They’re no puppets, they are just defending key forerunner elements like it was said somewhere above
When the attacks start, ONI has no idea who or what’s doing it so it couldn’t be their work. Also, they don’t hate the Outer Colonies.
