Okay, so recently replay the campaign (yeah that thing that nobody touches) and i can say, for certain, Halo 5 Fire team Osiris sucks, in every aspect they just are the worst characters of the franchise so far (not even Buck gets off)
They really need to improve upon the character development. Rather than expecting the community to take a liking to them if we play them for 10+ missions in the game.
They’re bland, but no, they are not nearly as world-endingly bad as your post would lead us to believe. Their AI though, on the other hand, is inexcusably bad.

Osiris are by far hardly the worst characters in the franchise. You ever read the Kilo-5 trilogy? That team does nothing but call Halsey a -Yoink!-, sell arms to the Arbiter’s enemies in UNSC attire and in broad daylight, directly lead to Jul 'Mdama rising to power and by the third book either become pointless characters or the same Halsey-bashing character.
At least Locke’s professionalism as a soldier shines through with his interactions with other characters, Buck’s Buck, Tanaka sheds light on the little seen inserrectionist mindset from the expanded universe in the games. Vale’s nothing to write home about, but she has her moments on Sanghelios.
Dig a bit deeper than the surface.
There is character development but it’s just not in the games… but there is some information about the characters in the game if you listen to them when they talk to each other… Also worse character in the franchise is captain del rio.
